The purpose of this paper is to identify and discuss some uncertainties and competing constraints that became dominant factors in the design of a pipeline that otherwise might have been controlled by geotechnical factors. The basic setting of this generalized case history is simple: The lack of available space in an existing utility corridor has led to a new crude oil pipeline alignment that crosses an active trace of a normal fault in a residential area.
